Prevention of Significant Deterioration, a proposal for its application in Latin American countries.

The priority to protect from possible environmental impacts associated with construction and operation of a proposed new air pollution source or modification, of the regions where air quality is not deteriorated (attainment areas), it is possible that the application of the Prevention of Significant Deterioration Permit Program (PSD). The PSD permit requires conducting an air quality analysis of these environmental impacts.The main purpose of the air quality analysis is to demonstrate that new emissions from a proposed major stationary source or major modification, in conjunction with other emissions from existing sources, will not cause or contribute to a violation of any applicable National Ambient Air Quality Standard (NAAQS) or Prevention of Significant Deterioration (PSD) increment (which has to be implemented).
