Growing concerns over industrial sustainability have spawned implementation of proactive strategic environmental management systems (EMS). Despite resource intensive efforts to implement these programs, little management theory exists to explain the impact of such programs on employees or to guide managers in maximizing employee involvement for improved environmental performance. This study offers an initial model to link managerial controlled efforts with employee perceptions of environmental performance. Four hundred thirty-seven (437) employees were surveyed in a government research laboratory with a well- developed EMS program. Results suggest that management can make use of EMS training, teamwork, rewards, empowerment, and support to maximize employee perceptions of environmental performance.
