Improved field performance of coal-tar sealer mixtures can be achieved through the use of a mixture performance and component acceptability test during the formulation of the mixture. The performance and component acceptability test is a freeze-thaw test that provides an indication of the relative performance of the mixture and of the compatibility between the coal tar sealer mixture components. The compatibility issue exists between the coal-tar emulsion and the polymer additive used in the sealer mixture. Research has shown that coal-tar emulsions and polymers even obtained from the same manufacturer can have compatibility problems. The use of the proposed freeze-thaw test along with the existing mixture performance/acceptance tests should provide a successful coal-tar sealer pavement application.
