Over the years there has been an underlying complaint by those involved in the Salvage industry that the decline in the use and importance of Lloyd's Form of Salvage Agreement (LOF) should be firmly laid at the door of the towage and salvage broker (T&S broker). That there has been a decline can hardly be disputed. Figures for 1985 show that there were some 207 LOFs and for the year 2001, the number was 108 (including 23 SCOPIC cases). The advent of the SCOPIC clause in 1999 has increased the use of the form by a factor of about 15 per cent, so that decline, in salvage terms, is even worse than the figures show.
