System integration and complexity: managing dependability

The increasing reliance upon complex systems in naval operations brings a corresponding need to ensure that these systems are demonstrably dependable in use. Furthermore, in order to be truly effective it is not enough to rely on training and education of personnel: integrated systems must be developed such that they function as a seamless whole fulfilling operational needs. This paper will present a development methodology based on the future ISO 17894 'General Principles for the Development and Use of Programmable Electronic Systems in Marine Applications'. This standard introduces fundamental principles for both the product and process of system development. These principles are supported by criteria (to serve assessment), commentary and specific guidance. ISO 17894 will address the total system - an amalgamation of people and technology working together in a particular context - and thereby enables project and operational risk to be managed. From the platform of ISO 17894, the paper promotes good systems engineering practice, and seeks to rationalise the ideals of systems engineering with the current practices of the naval sector in order to engender evolution. In adopting the methodology, it is contended that the goal of effective naval operation with reduced manning and increased automation can be realistically achieved.
