Application of naval ship damage control philosophy to merchant ships

Technology is changing rapidly and the traditional way of formulating rules and regulations based on incidents is becoming outdated. Sets of design rules that have evolved over decades are not always readily adaptable to new technologies and threats. In many cases the whole philosophy underlying the rules has been questioned. With the evolving new world order and increased terrorist threat, Lloyd's Register has been reassessing how damage control for large ships, especially cruise liners and ferries and large carriers of potentially dangerous cargoes should be considered from a ship classification perspective. This paper reviews some of the established naval action damage control philosophies and considers them for application to merchant vessels such as ferries and cruise liners and other potential high-risk vessels. Previously these vessels have been designed to survive accidental damage not premeditated incidents.
