AFOTEC uses software reliability to determine if software has displayed sufficient stability during development testing to transition to an operational test environment. Ideally, the software reliability experienced in the development environment will be similar to what will occur in the operational environment. In reality, this seldom happens since the software operational profile differs in the two environments. Other reasons why development software reliability results can not be used to predict operational reliability results include the failure to devote adequate time to development testing. Evolutionary systems are particularly prone to this problem.
