Noise control considerations play a vital role in a broad range of issues at each stage in the design of modern power generating facilities. The entire design process, from site selection, through final operational acceptance testing, is impacted by the integration of governing noise criteria, especially when relatively low noise levels are called for. The responsible noise control engineer is continually challenged to incorporate just the right degree of noise control measures without compromising design margins, costs, performance impacts, or design impacts. This paper reviews the principal noise control engineering tasks necessary to effectively integrate required noise control features into the design process. The objective is to identify the best features of effective noise control processes in order to avoid jeopardizing the viability of projects through poor or inadequate noise control planning.
