Rates of chronic disease continue to increase dramatically in all countries, surpassing infections as a disease burden among adults. In China, the government is exploring the family doctor policy for the chronic disease management. During the 12th five-year plan, each citizen in Shanghai will have a family doctor. Every family doctor will manage 2000 to 3000 persons. This plan covers 90 community health service centers. The lack of family doctors is the most serious problem for the pilot districts.
