This paper examines the use of web portals for information sharing and knowledge transfer among state government personnel. Although most attention to the use of web portals has been on improving access to government from the external constituent perspective, we suggest that internal government employees can benefit as well. Because web portals integrate state information and resources, they facilitate information sharing and knowledge transfer among government agencies and can substantially reduce service-processing costs. Summarizing evidence from a recent study of the fifty U.S. state government web portals, we discuss the role of web portals for information sharing and knowledge transfer, and the potential impact of these portals on electronic service delivery.
