Executive Summary Environmental compliance has traditionally centered around regulated air pollutants and the resulting ambient air quality as the measure of progress. The Environmental Protection Agency (EPA) was established in the early 1970's under the original Clean Air Act, that ultimately lead to the 1990 Clean Air Act and the subsequent 2004 Clean Air Act Amendments. The resulting focus on pollution over the last 40 years has lead to improvements in the nation's air quality in measurable ways, due to the ambient air quality standards and monitoring programs. Historically, this process has been created legislatively and then promulgated into regulatory mandates nationally and at a state level. The process of any legislation tends to be reactive and focused on mitigating the economic impact and involves stakeholders from industry, watch dog organizations, non-governmental organization, governmental organizations, the political arena and parties at both the federal and state level.
