IMPLEMENTATION OF SOLAR PROJECTS BY DONOR GROUPS - THE NIGERIAN EXPERIENCE

This paper discusses the successes/failures of the implementation of solar projects in Nigeria by various donor groups/organizations in the bid to enhance the living conditions of the populace of the developing countries. The solar power technology initiatives in Nigeria to date through several Non-Governmental Organizations in cooperation with host Government have achieved marginal results. It is therefore pertinent to note that some modifications in the implementation of future and/or ongoing projects will produce much better results in our opinion. We recommend the following: Firstly, the donor groups should liaise with the in-country Solar Energy Commission where available, otherwise the primary step will be to sensitize the recipient country to the need for such a regulatory body without the attendant bureaucratic bottlenecks. Secondly, there must be proper co-ordination of proposed projects by the donor groups. This will require effective communication with the Solar Energy Commission in order to prevent multiple financial provisions for the same project(s).
