The Cooperative Monitoring Center at Sandia National Laboratories: achieving cooperative security objectives through technical collaborations

The Cooperative Monitoring Center at Sandia National Laboratories assists political and technical experts from around the world to acquire the technology-based tools they need to assess, design, analyze, and implement nonproliferation, arms and othersecurity cooperative measures. The end of the cold war has reduced the probability of global war but has increased the likelihood of regional conflict. Without the stability provided by a system of states dominated by two superpowers, local disputes over resources, territory, immigration, and ethnic and political antagonisms can escalate into regional conflicts. Regional wars can have global consequences, particularly if the countries involved possess weapons of mass destruction (WMD).
