System Safety Risk Management plays an enormous role in the enterprise decision-making process. Quantifying the investment and value of system safety engineering is a difficult task. The System Safety discipline usually talks in terms of increasing or decreasing risk while program management wants to know the cost. This paper will define a model to bridge the gap between qualitative and quantitative risk and identify the potential "cost avoidance" that could be achieved if a program makes a sound investment in system safety risk management. The Safety Risk Model, developed for evaluating the National Airspace System can be used in most engineering applications, especially when investment decisions are to be considered. Taken seriously, the model of its kind can be used to assess system safety risk costs applicable to most engineered programs prior to them happening instead of waiting for accident cost reports and proposed resolution expenses.
