Weapon System Explosives Safety Review Board (WSESRB) Interactive Safety Environment

The Weapon System Explosives Safety Review Board (WSESRB) serves as the Department of the Navy's (DON) independent technical authority for weapon systems and explosives safety. Under this authority, the WSESRB is empowered to evaluate the safety and environmental aspects of weapon and explosives systems. Within Navy and Marine Corps, typically a government representative is designated the Principal for Safety (PFS) for a system acquisition. It is their responsibility for execution and oversight of the safety aspects of the system. Throughout the system's life cycle, the WSESRB is consulted for concurrence with programmatic milestones up to and including deployment. The PFS represents the program sponsor, and presents the current safety case to the Board. To adequately execute a system safety program, the PFS must interpret policy, conduct safety activities, and generate analytical reports as required by program doctrine. Specifically, NAVSEAINST 8020.6 (series) is promulgated for issuing the responsibilities, authority, and procedures for presentation to the WSESRB. Currently there is no sanctioned formal training process to impart required common knowledge between safety professionals. Few institutions provide academic programs for system safety and none offer material dedicated to DON weapons programs. Therefore, safety engineers in critical roles frequently rely upon on-the-job training and prior experience as a means to safety execution. This lack of standardization often results in incomplete or inconsistent safety programs being presented before the WSESRB. This paper presents an initiative by the WSESRB to establish a certification process for PFS's through a system safety training program. Utilizing the Internet, this system safety training program will provide a consistent application of knowledge to those filling critical roles within system safety teams.
