This paper presents the theory, the design ideas and the implementation techniques of a surface generator in the multilingual text generation system. The surface generator adopts Feature-Based, Lexicalized Tree Adjoining Grammar (FB-LTAG) and has the flexibility and effectiveness to construct the grammar-derived tree. It has been applied to the Multilingual Weather Forecast Assistant System (MLWFA) and the Multilingual Bank Statistic Report System (MLBSR). A number of advantages are showed in the surface generator: the language independence of input, easy to be extended for other languages and domains, and easy to be integrated into other systems, etc.
