Greenhouse effect has been a problem which influences global climate change. The United Nations and other international organizations and all the governments have reached an agreement of joint improvement and mitigating greenhouse gases emission, on which, the Chinese government also hold active and highly attitude. As a large developing country with the rapid development of economy and a large fossil fuel consuming with coal in diminant position ,among which carbon dioxide emission caused by thermal power accounts for high proportion and its action on greenhouse effect is gradually enhancing, it is of great practical and long-term significance for China, and for the world, to devote much attention to carbon dioxide emission caused by thermal power.
