A robust greenhouse gas (GHG) policy should ensure the fulfilment of the Kyoto reduction targets. To do so, it should apply domestic 'no regrets' measures, and beyond, rely on international co-operations through International Emissions Trading and Joint Implementation/Clean Development Mechanism schemes. It should also promote research and development, e.g., of new low-GHG technologies. To be robust, a GHG policy should further increase our portfolio of insurance measures against climate change by promoting adaptive actions.
