Experience in Success of Commissioning of a Refinery with High Sulfur Crude Processing Capacity of 5 MT/Y at the First Trial

Dalian West Pacific Petrochemical Company Ltd (WEPEC for short) is currently the largest Chinese-foreign joint-ventured refinery with designed processing capacity of 5 MTPY in a 50/50 mix of Saudi Arabia light/heavy crude, consisting of 12 processing units, relevant storage and transportation system, facilities and utilities. The refinery construction started in May 1992, and succeeded in commissioning in September 1996 and the whole 12 processing units were put into complete operation in August 1997.
