It is very important to optimize the oil resources/market structure under the new situation after the reconstruction of the two giant oil enterprise groups(CNPC and SINOPEC). From the discussion of distribution characteristics of oil resources, oil product markets, refineries and petrochemical enterprises, some viewpoints are put forward in this paper that northeast China and northwest China should develop the downstream petrochemicals which have high added value and try to cut down the proportion of freight in the price, whereas, the area along the river and the coast should mainly produce oil products, utilize the refinery gases comprehensively, and develop the integration of refining with petrochemical complex.
