This paper provides an overview of the U.S.Nuclear Regulatory Commission's (NRC's) high-level waste (HLW) repository prelicensing program.The program is focused on ensuring that issues most significant to safety and repository performance receive priority attention,that feedback is provided to DOE and other parties as early in the process as possible and that NRC's activities facilitate measurement of progress in the national program.Since the mid-80's the NRC staff assisted by the Center for Nuclear Waste Regulatory Analyses have used systems analysis techniques including total systems performance assessment to integrate and streamline the implementation of the NRC's HLW prelicensing program.insights acquired from the use of these techniques as well s extensive experience and knolwedge of the Yucca Mountain site data have contributed to the identification of ten key technical issues (KTI's) that form the basis for NRC's preliensing reviews,interactions,and development of a regulatory framework specific for a Yucca Mountain site as directed by the Energy Policy Act of 1992.
