Urban freight is necessary to the economic development of towns because it enables their supply and their commercial and industrial exchanges. But freight is also seen as having a harmful effect on the environment, because it is one of the most prevalent activities in towns. Unfortunately, despite the gorowing interdependence between logistics and other concerns such as urbanism, mobility and the environment, goods are totally absent from the main planning documents in urban areas. This is mainly due to the lack of data in this feld, in terms of operations, law and economics. In 1993 the Fench Dpeartment of Transport and the Environmental Agency (ADEME) started a national pluriannual programme called `Good Transport in Towns', in order to build this missing databse and to help local communities to manage this type of urban transport. EDF jointed the pilot committee of th programme in 1994.
