The present invention relates to a method for predicting and analyzing climate change including the future heat environment and wind environment of a development target area according to an urban development plan. The realistic evaluation on surrounding wind flow and thermal environment after the reorganization of a target area and green space axis formation is possible through an analysis module of detailed wind information to which an urban climate analysis model (CAS), urban planning scenario information and a computational fluid dynamics model are applied. So, it can be utilized in future urban development plans and green space creation plans.
