In order to facilitate improvement in the quality of learning of multi-media computer applications, a paradigm shift toward student empowerment, the absence of fear as a motivator, focus on process rather than product has been utilized as the formatfor a series of computer institutes held in Wyoming to in-service public school teachers. Testimonials of the participants indicated that the shift in thinking did occur, the instructional strategies improved their learning, and some have repeated the institute for a second and third year.
