UNECE WP.29 faces significant challenges in formulating UN regulations for the registration,homologation and operation of automated and autonomous vehicles. Out of13 important safety issues that need to be regulated in detail, one main topic is therecording of accident and event data to clarify accidents involving automated vehiclesin mixed traffic. In addition, the basis for the clarification of traffic offences is to becreated.An informal working group IWG EDR/DSSAD (Event Data Recorder (EDR); DataStorage System for Automated Driving (DSSAD), for an explanation see Chapter 3)is currently working intensively on the definition of an EDR for conventional vehicles(mandatory in the EU from 2022) [1] and an EDR for automated vehicles. As a memberof the informal working group, the Allianz Center for Technology contributes theposition of Allianz and the perspective of the insurance industry. These contributionsare essentially based on the work of the AHEAD working group. The working groupAHEAD (Aggregated Homologation-Proposal for Event-Recorder-Data for AutomatedDriving) has the goal to design a data collection standard for automated driving.In this paper, on the one hand, the relevance and the need for EDR and DSSAD databased on real-world insurance claims on German motorways are given. On the otherhand, this paper examines which data the EDR and the DSSAD should record in thefuture in order to guarantee an impartial accident investigation within a reasonabletime. The findings are based on the evaluation of an accident database including motorwayaccidents. The database contains insurance claims reported in Germany toAllianz Versicherungs-AG in 2018. The research work was supported by the (Technical)University of Applied Sciences Ingolstadt (THI), the European Association forAccident Research and Analysis (EVU) and the TÜV SÜD.
