Today the United States Environmental Protection Agency (the U.S.EPA) is committed to a strong enforcement and compliance assurance program to ensure that they create a level playing field for law abiding companies. Both the U.S. EPA and the Department of Justice (DOJ) now view enforcement proceedings as an opportunity to change behavior, improve compliance and reduce emissions. For the refiery sector, this enforcement orientation includes targeted and focused multimedia investigations, with the result that penalties and criminal enforcement cases have increased substantially.
