Energy efficiency targets for industry - evaluating implementation options

The German Energy Concept of 2010 proposes measures forindustry to advance energy efficiency in the industry sectore.g. energy management system (EMS). In our study, wecharacterize various experiences with policy instruments toaccelerate the improvement of energy efficiency. We defineimplementation options which describe how the achievementof energy efficiency targets and financial incentives can belinked on the base of an EMS. The implementation optionsare characterized by their target type (energy efficiency improvementsor installation of energy efficiency measures), thelevel at which targets have to be achieved (branch or companylevel) and in the type of indicators for verification (energyintensity improvement vs. energy efficiency investment). Allimplementation options aim at setting pertinent incentives forenergy efficiency improvement in each company. One evaluationcriterion is the capability of dealing with the varianceof energy efficiency improvements over time. We conductedan analysis of the historic annual energy savings in the period2000–09. The results show a large variance, which resultsfrom the discontinuity of various impact factors. This mustbe considered, if consistent incentives for energy savings shallbe provided over time. Furthermore, we evaluated the abilityto formulate effective energy efficiency targets. The studyquantifies the energy savings potential of the German industryuntil 2020 under different scenarios. We discuss for each implementationoption how well it supports the realization of theresulting energy savings potentials. A third criterion relatesto the integration of energy efficiency targets into a companies'decision-making process. A company will consider theimplementation of an energy efficiency measure, if the paybackperiod for additional investment cost is short enough orsufficient financial incentives exist. We expect that by the timeof the Summer Study we can report about the outcome of theactual discussions in Germany.
