6月15日，上海市发改委等九委办颁发了《上海市能效对标及“领跑者”制度实施方案》对用能（生产）企业、公共机构开展能效对标活动的意义、范围、要求及实施办法作了全面阐述，为此，本刊特将此《方案》有关内容摘登如下，供广大读者学习，贯彻，以期有关单位结合实际，积极采取措施，提高能效水平，为建设低碳社会多做贡献。%Editor’s Note:ShanghaiMunicipalDevelopmentandReform Commission has issuedon 15th,June, which introduces comprehensive explanation about meaning, scope and requirements and implementation methods to carry out energy efficiency index comparative analysis and benchmark determination for energy-using (production) enterprises, public institutions.
