The paper discusses the synthesis and implementation of controlcircuits that are built based on reusable templates with areprogrammable core that is decomposed into blocks. The functionality ofa control circuit is presented in the form of a behavioral specificationof a finite state machine (FSM). In order to construct a FSM based onreprogrammable blocks with a modest size, the paper suggests a stateassignment technique that allows the functional dependency of outputs oninputs for circuits that implement state transitions to be reduced
