Since that the collaborative management, planning, and resource scheduling schemes cannot be formulated synchronizly in the present project planning management system, a multi-objective project planning and scheduling integrate models constructed, which is targeted at optimizing project cost and completion time under the resource constrains. Moreover, competitive cooperation plan is introduced in the model and the task can be spitted conditionally with the key resources constrained. At the same time, a NSGA-Ⅱ algorithm is designed, in which a three-dimensional chromosome containing chromosomes of task priority, cooperating task, and cooperating partner is constructed which meets the requirements of multi-objective collaborative decision-making coding scheme. And in this algorithm, the selection, crossover, mutation, and other evolutionary operations are also designed. Finally, a project example is used to verify the correctness of model and the validity of algorithm.
