The IPCC made recommendations for calculations of PFC emissions from industrial processes in the 2006 IPCC Guidelines for National Greenhouse Gas Inventories. The widely used Tier 1 and Tier 2 calculation methodology is based on data available from the primary aluminum industry from 2005 and earlier. While the Hall-Heroult process utilizing carbon anodes predominates global production there has been substantial changes in process control technology, cell sizes and line currents. There have also been changes in geographic centers of production with China now dominating global production. The current study analyzes PFC measurement data collected since the 2006 IPCC Guidelines and proposes updated Tier 1 emission factors and Tier 2 equation factors for calculating PFC emissions. The proposed new methodology also accounts for low voltage anode effect emissions which were not included in current IPCC methodology.
