With the continuous improvement of people's living standards, outbound travel is already a part of people's daily life. Railway is one of the most important ways to travel, and its popularity has increased with the development of highspeed railway, but it also accompanied by a variety of emergencies. When these emergencies occur, it will cause property losses, and even casualties, so how to reduce the risk of decision-making and make the best decision in the face of emergencies is a key issue to be concerned. In this paper, the multi-agent theory is used to describe the main body, and Bayesian Decision Network (BDN)is used to express the relationship between decision-making subject, decision-making and decision-making scheme; Then the optimal decision-making scheme set is determined by the multi-attribute decision- making scheme selection method. Finally, the emergency treatment of bullet trains fire on viaduct is taken as an example to prove the feasibility of the emergency decision-making method proposed in this paper.
