Elaboration of Municipal Development Trajectories for Every Type of Municipal Territories on the Base of Cognitive Modeling*

In the context of an increasing structural disparities on the level of municipal economies the issue of current importance is the development of managerial science on the subject of methodological aspects of the research of municipal territories' socio-economic development disbalancement with the aims of evening-out of negative effects of intermunicipal differentiation and facilitate more rapid living standard growth. The paper substantiates the optimal mechanism choice of a financial resources distribution system depending on the level of municipal territories' budgetary provision with the use of the opportunities of cognitive approach as an effective instrument to study interconnections in complex systems and interaction of them. Thus one of paper's aims is to give detailed analysis of the stages and specificity of cognitive modeling. We perform adaptation of this type of modeling to analyze budget sector development of municipal territories taking into account the opportunities of the instrumentation to forecast the development scenarios.
