Seaborne transportation is expanding in accordance with the growth ofglobal economy and the increase of international trades betweencountries. Recently, as a result of FTAs(Free Trade Agreements)between countries, worldwide cargo volume by ship is expected to keepon rising due to the unification of economic zones. Such an increase inmaritime transportation leads to a maritime traffic, and this poses agreater risk of marine accidents in a country’s coastal water. Moreover,such risk factors that are threatening the safety of ships’ navigationsuch as embarkation of multinational seafarer, piracy, changes inmaritime climate by global warming and the like are in occurrence.What’s more, the mounting traffic of yacht and pleasure boats in littoralsea as a result of the increase in maritime leisure activities triggershigher possibilities of marine accidents.To cope with such changes in maritime environment well, it requireshigher safety management abilities & skills from shipping companies,the main subject in charge of the safety matters. However, shippingcompanies tend to acknowledge safety just as a form of cost withoutprofitability. They particularly have more tendencies to be inactive inmanaging ship safety and investment during a dull shipping season.Therefore, in this paper, we propose a SMES(Safety ManagementEvaluation System) which for measurement of safety management levelon Korean Shipping Companies and safety management agencycompanies by empirical data analysis. We have drawn conclusions withan actual proof analysis in the paper. First of all, we establisheddatabase for evaluating safety management of shipping companies, andalso classified shipping companies and their ships for evaluation.Second of all, we selected items for evaluating through questionnairesurvey analysis to experts and constructed database. Thirdly, wedeveloped SSMEI(Ship Safety Management Evaluation Index) for anobjective evaluation process and calculated weighted value membersfor each evaluation item. Lastly, we evaluated ship safety managementlevel for Korean shipping companies and safety management agencycompanies using constructed database and SSMEI.
