This paper presents a comprehensive methodology of reliability assessment on power systems. The method uses full topology model with detailed substation configurations. With the full topology model, the auto breakers and manual switches are operated to simulate accurately the response of power systems to faults and the impacts of substation configurations on system reliability can be evaluated. The real system studies are carried out with the proposed method to quantify network probabilistic reliability measures with respect to various system problems including branch overloads, loss of loads, voltage violations or voltage collapse as identified in deterministic contingency analysis for EHV electric grid planning. These probabilistic indices provide a measure on system reliability from both the system and customer standpoints and complement the deterministic contingency results.
