We choose a large project which is the largest investment project in our country – Guang-le highway as the research caseand study the pliable organization operation mechanism. Based on the research paradigm of classical grounded theory, the open coding, selective coding and theoretical coding of the data were carried out 67 concepts, 13 categories and 5 main categories. The collaborative model of pliable organization of a large construction project was established based on the above research. The result has shown that, engineering strategies, internal management, external support, and information technology will cooperate to influence the changing of pliable organizational structure. Engineering strategies will be the driving factor of the changes of flexible organizations. Internal management, through the establishment of standardized systems and process management, reduces the uncertainty in the operation of the organization. Through the following-up auditing, public participation and competent authority guidance, external support creates a safe, regulatory external environment for the pliable organization. Through big data analysis technology and Internet technology, Information technology timely manage and control project risk, which provide powerful tool support for the evolution of pliable organization.
