With the development of the flipped classroom teaching practice, the demand of how to use iPad to teach effectively is increasingly important. It is not difficult to find out that from the Bloom's Digital Taxonomy and the micro perspective of learning activities, it is a theory introduction of how to effectively organize and use Apps to design classroom. Based on the activity theory, this study focuses on a typical digital tool oriented Bloom's taxonomy of educational objectives, the Padagogy Wheel, and the flipped classroom teaching model, and initially constructs a flipped classroom teaching model, including nine layers of structure: core literacy level, learning motivation level, teaching mode level, teaching goal level, behavioral verb level, activity level, activity analysis level, Apps tool level and SAMR level. On this basis, the case study method is adapted to verify the effectiveness of the model in education and teaching.
