The Hwaong Polder Project began in 1991, and sea dike (9.8 km) construction was completedin 2002, resulting in 6,012 ha of reclaimed tideland, with 4,082 ha used as new farmland and1,730 ha allocated to a freshwater reservoir. This large-scale polder project is expected tomitigate fl ooding problems in the coastal area and secure 54 million tons of water resourcesannually, as well as increase food production. However, the water quality of the new reservoirhas been questioned by environmental groups, and precautionary actions and comprehensiveresearch are being implemented to prevent potential water quality problems. The generalapproach for identifying the best set of management practices to conserve reservoir waterquality is to use a simulation model to describe the relationship between a given watershedmanagement practice at a specifi c location in a watershed and the water quality in the reservoir(Crowder et al., 1985).
