The Hwaong Polder Project began in 1991, and sea dike (9.8 km) construction was completed in 2002, resulting in 6,012 ha of reclaimed tideland, with 4,082 ha used as new farmland and 1,730 ha allocated to a freshwater reservoir. This large-scale polder project is expected to mitigate fl ooding problems in the coastal area and secure 54 million tons of water resources annually, as well as increase food production. However, the water quality of the new reservoir has been questioned by environmental groups, and precautionary actions and comprehensive research are being implemented to prevent potential water quality problems. The general approach for identifying the best set of management practices to conserve reservoir water quality is to use a simulation model to describe the relationship between a given watershed management practice at a specifi c location in a watershed and the water quality in the reservoir (Crowder et al., 1985).
