The Benefits and Challenges of Constructing a Commuter Rail System in Freight Mainline Corridor/Utah Transit Authority FrontRunner Project Update

The primary objective of this study is to present the lessons learned on the FrontRunner South project regarding constructing a commuter rail system within an existing freight mainline corridor. Challenges were faced in four areas: safety, scope, schedule, and budget. As the challenges were faced and overcome, benefits were gained in each of these areas, both at the project level, and community-wide. The UTA project team, through early public education outreach, clear scope definition, frequent collaborative interaction, and big-picture leadership gained win-win benefits for all parties involved.
