This paper describes how the City of Richmond (City) is efficiently addressing their sanitary sewer system needsusing alternative project delivery methods and trenchless technology construction.The City of Richmond is located adjacent to San Francisco Bay in northern California. As the City’s population hasincreased, portions of the collection system and the treatment plant have been overwhelmed during high flowscausing overflows into the bay. An organization called San Francisco Baykeeper filed suit against the City in 2005.A 2006 settlement between the City and San Francisco Baykeeper requires the City to improve both the collectionsystem and the treatment plant to eliminate all overflows during a 10 year, 24 hour storm event by September 15,2014.Veolia Water West Operating Service, Inc. (Veolia Water) has a contract with the City to implement capitalimprovements and maintain and operate the City’s sanitary sewer collection system and treatment plant. VeoliaWater is implementing a $68 million program to achieve the “no overflow” mandate by September 15, 2014.Rehabilitation of existing pipes is the quickest and most economical component of the program to implement. Tomake the implementation even quicker, Veolia Water is using an alternate delivery method.The alternate delivery method is a fast-track system where design and construction occur simultaneously. Harris &Associates, Inc. (Harris) first prepared a bid schedule with estimated quantities for all the anticipated rehabilitationwork. While Veolia Water selected a contractor and negotiated unit prices, Harris prepared the first package ofrehabilitation plans. As the contractor constructed the first package, Harris prepared the second package of plans.This process repeated until approximately $3 million of rehabilitation work was constructed.The paper will include advantages and disadvantages of the delivery system, lessons learned, and the benefits itbrings to the trenchless industry.
