Champaign-Urbana has focused on how to create mobility in the community through innovative planning and land-use. The Champaign-Urbana Mass Transit district has undertaken a project called the Mobility Implementation Plan or miPLAN'. It is a multi-year project to develop an implementation plan for the Long Range Transportation Plan 2025 (LRTP 2025)" passed by the local metropolitan planning organization in 2004. The LRTP 2025 called for a significant change in how the community has been developing. Goals included reducing vehicular congestion, providing more active transportation options (walking, bicycling, and transit), less fringe development and more development in the core of the community"'. The goals for the miPLAN project called for the following: 1. Develop cost-effective mobility strategies to achieve the goal of 8% non-single occupancy vehicle trips within the Champaign-Urbana Mass Transit District (CUMTD) service area by 2025 that furthers the vision for the Greater Champaign-Urbana region. 2. Develop cost-effective mobility strategies to achieve the CUMTD goal of 35% non-single occupancy vehicle (SOV) work related trips within the CUMTD service area by 2015. 3. Develop a specific implementation plan to institute the mobility strategies to achieve the above.
