Exploring Citizen Adoption of E-Government Services in China:A Case Study

This study explored the perceptions and attitudes of the citizens in Zhongshan City, a prefecture-level city in the south of the Pearl River Delta in Guangdong province in southern China, towards the adoption of local e-government services. A sample of 65 citizens in Zhongshan City were interviewed. The findings indicated that socio-institutional factors, utility' factors, technological factors, and individual/organizational factors were the key factors that influenced citizen's perception of egovernment services. The perceptions as well as the awareness of e-government services determined citizens' attitude towards e-government services, which in turn determined their intention to adopt and use e-government sen ices. Finally, a framework was proposed to explain the adoption of e-government services in China.
