摘要

Since Sep. 2010, China's mobile phone identification policy has achieved a certain success. Most users supported and felt optimistic to the future achievement of the mobile phone identification policy in our country. The policy has important meaning on fighting against the illegal crime by using mobile phones and curbing explosion of illegal harmful information. During the process of implementing mobile phone identification policy, several causes occurs to prevent the policy's proceeding such as the users' worry of personal information divulging, agents' not being active and not rejecting, operators' impelling the policy negatively and slowly. This paper summarizes the experiences in domestic telecommunication industry and bank industry in our country and abroad, together with the current situation of the implementation of the policy in domestic governments and operators for government and operators to refer to.
