Engineering standards is really an important technical support for the implementation of relevant regulations which is a strong guarantee for the smooth implementation of standards. Strengthening relationship between the former two to make the development synchronous and cooperative is important factors to accelerate the construction industry legalized and standardized, to ensure the industry developing rapid and healthy. According to the current engineering standards and related regulations development, this paper comes up with some suggestions about evaluation mechanisms of adaptability and regular adaptive review to the new essays and current relevant standards. By analyzing the main factors affecting the correlation between the engineering standards and regulations, it propose three categories of engineering standards and evaluation index of regulations adaptive, “operational mechanism,” “reference standard”, “influence”. Using entropy theory to build the weight calculation model of index, and then making weight calculation to the proposed indicators, it preliminarily forms a workable index comprehensive scoring system to value the adaptability between the engineering standards and regulations. Based on the analysis of weight distribution, we can draw conclusions that building work of engineering standards and related regulations should focus on strengthening the mutual reference standard management between the two systems.
