摘要

This paper presents an optimal decision-making model for distribution of emergency materials with pulse need characteristic. The model aims at minimizing the total loss of affected areas with equity constraints in order to handle the equity issue in distribution of emergency materials for a situation of so-called incomplete put-out. Optimality conditions are derived and analyzed. Finally, a numerical example is conducted to test the effectiveness of the model.
