Value Engineering (VE) is an organized application of common sense and technical knowledge to locate and eliminate unnecessary project costs. Currently, the acceptance rate of Value Engineering Study (VES) recommendations and total potential savings are considered the principal performance indicators of a VES. In reality the success of a VES depends on numerous interrelated factors that are not easy to control by a VES team. However, a study team can ensure the success of a VES by fully implementing a VES job plan. This study proposes a framework for VES performance evaluation model. Two questionnaires, distributed to VE practitioners in Taiwan, were conducted to collect related data for the research. Factor analysis was used to build the framework model which consists of six evaluation aspects and 32 evaluation items. The framework model can be used to assess the performance of a VES. It can be expanded to a full scale performance evaluation model and used by a VES team for self-diagnosis, improvement, and motivation in achieving enhanced performance.
