Comparing the Housing Guarantee Systems among PRC, UK and US

Since September of 2008, the global financial crisis was getting worse and worse, in November 2008, Chinese government published the 4000 Billions Investment Plan, on which the guarantee housing construction investment was listed. This paper introduces the revolution of Chinese Urban Housing Guarantee System, paying more attention to the relative policies and the market behaviors, concluding the problems China met in the guarantee housing development during the past 10 years. Reviewing the histories of Housing Guarantee Systems in the UK and US, this paper summarizes the main problems the two countries met in the evolutions of public housing systems, and their resolving methods. The two countries' experiences reveal that large numbers of public housing construction in one place will lead to the poverty concentration and serious social problems. This paper introduces how the UK and the US solve the public housing problems, which give us great enlightenments. Finally, whereas the public housing problems we met during the past 10 years, we suggest China should bring forward Mixed Income Communities to guide sustainable development of the housing market. Before new period of large scale public housing construction, we should modify the relative policies to prevent irrational plans from having bad impacts to the urban cities in the long run.
