In this paper, used methods of statistics, qualitative and quantitative analysis, and comparison. Author find that the number of rural labor force resources in China is very large, but most workers who remained in the rural and engaged in the agricultural production and management is those famers who have lower cultural level, and is older or the feminine. Among labor force resources in the agriculture, rural and migrant labour, migrant labor's quality is the highest, second is the rural labor force resources, the quality of agricultural labour is the lowest. It can be said it is the crowd whose labor force quality is the lowest is undertaking Chinese agriculture production and the management. Author think that the fundamental reason which creates this kind of current situation is dual-structure between urban and rural for many years, which brings the farmers' income lower, educational investment less, many good teachers had left rural , the dropouts increased , home educational idea backward, and a series of outcomes which is disadvantageous to improving of agricultural labor force quality. It presents conclusions: In order to change this kind of present situation of quality of agricultural labour in China, the long-term countermeasure which should be taken is adopting a series of policies and measures to shorten urban-rural difference and develop professional education of agriculture. Shortage countermeasures should be used to improve the quality of agricultural labour, which include holding the golden opportunity which massive migrant laborers returned to rural, retaining labor force who have the higher quality to engaged in agricultural development, constructing opening agriculture, and attracting more non-rural population to join to the agricultural industry department.
