With the development of economy and society, more and more people and fortune are gathered in city. When emergency happens, the losses are inestimable. The best way to reduce losses is evacuating people from affected points to safe areas. So shelter plays an important role in resisting emergency. Well-located shelters can reduce the losses of properties and lives as low as possible. This paper optimized the maximal covering model, and solved the location-allocation problem of permanent emergency shelters. Genetic algorithm and direct search toolbox in MATLAB was used in solving the location problem. Finally, taking the center of Tianjin as an example, we demonstrated the optimized model, and got a satisfied result.
